Combine oil and garlic in large skillet. Cook over medium-high heat just until garlic begins to sizzle. Add the green onions and ginger; cook and stir for about 1 minute. Add spinach; cook just until greens begin to wilt. Add water chestnuts and sesame seeds; toss and cook for 1 minute. If desired, season with salt and pepper. Drizzle rice vinegar over spinach mixture. Serve immediately.
