JULIA J. CLECKLEY is the first Black female to earn the rank of brigadier general in the Army National Guard Active Guard Reserve program. Her duties include acting as a special assistant for human resources readiness and reporting to the director of the Army National Guard. She regularly speaks to military personnel, government employees and civilians about human resources readiness, diversity and women's equality.

During Cleckley's 26-year military career, she has repeatedly made history. She was the first Black female promoted to me rank of colonel in the Army National Guard, Active Guard Reserve program. She was also the first Black woman branch chief, the first female division chief and the first Black woman to serve on the Army National Guard director's special staff as chief of human resources. Cleckley received a bachelor's degree from Hunter College and a master's degree from Golden Gate University. She was selected for the United States Army War College and attended Tufts University as a senior service fellow at the Fletcher School of Law & Diplomacy. The general is a widow and lives in the Washington, D.C., area. She has two adult daughters, Helene and Ellen.
