It was Ken's foresight that got the team together and the process going. it was his trust that enabled us to use an untried process both internally and in interactive group formats. It was Pete's expertise and diligence that allowed us to factor the concepts of revenue and expense into the program, and it was Marty Jenkins' skill in group dynamics that made the interactive process enjoyable and spontaneous.

Finally, it was the city council's patience that allowed us to rescue a project whose cost estimate could have eliminated it from further consideration. It's quite possible that this format could help you build a solid foundation as well.
