Jets coach Herman Edwards says QB Quincy Carter, who recently was back in rehab for a substance abuse problem, will be welcomed back. Bad move. The team needs a backup quarterback it count on. The Jets are "cautiously optimistic" starting QB Chad Pennington will be ready for training camp after rotator cuff surgery, but there is no guarantee.

They must sign a veteran as an insurance policy.
