The United Transportation Union, the Brotherhood of Locomotive Engineers, and Norfolk Southern have agreed to a new discipline policy called START (System Teamwork and Responsibility Training), which takes effect Jan. 1, 2000. The new policy "is intended to bring NS's antiquated discipline policy in line with those now in operation on CSX Transportation and Union Pacific," says UTU.
