Governors Seek Flexible Spending
Railway Age, March, 1999
The prospect for new regional and intercity passenger trains is brighter following an action taken Feb. 23 by the National Governors Conference. The governors formally asked for flexibility to spend federal transportation funds for passenger rail as well as for highways.
