Florida's Tri-County Commuter Rail Authority appointed John Yarbrough director-engineering and construction. Albert Bonifacio will manage the Engineering and Construction Department. Michael Lulo appointed engineering and construction project manager.

American Short Line and Regional Railroad Association's traffic and tariff publishing services office will relocate to Washington, D.C., from Atlanta, Ga., effective April 1. ASLRRA'S Atlanta office will close March 31.

William P. Coliton, 79, retired president of the Western Maryland Railway, died Jan. 28 in Baltimore.
