One of the most unusual commuter rail experiments ever attempted has been terminated after little more than two years of operation and a reported expenditure of $25 million. The Vermont Transportation Authority's Champlain Flyer, which made its first run on Dec. 4,2000, linked Burlington with sparsely populated Shelburne and Charlotte, a distance of lust 12.5 miles. DOT officials hoped the tiny operation would relieve traffic on parallel Route 7. Ridership was consistently weak, prompting newly elected Gov. Jim Douglas to order the line scrapped on Feb. 28.
