Open mind, fresh approach: Joseph H. Boardman comes to the Federal Railroad Administration with "a commitment to positive change."

Boardman's first major order of business this summer will be to arrange by fall "a well-thought-out and planned summit meeting of all stakeholders to determine what is doable, what is practical, and what is useful to nourish our freight and rail passenger networks."

Frank N. Wilner is author of four books on railroad economics and labor, and editor-in-chief of the Journal of Transportation Law, Logistics & Policy. A former AAR public affairs officer, he is now public relations director for the UTU.
