Railroads operating in Wisconsin will have to be manned by two crew members or the carriers will face fines of up to $1,000 for each violation. Gov. Tommy G. Thompson signed the bill Dec. 15 after it had been passed unanimously by both houses of the state legislature. Many, states at one time had so-called "fullcrew" laws, but all were repealed as part of a railroad lobbying campaign that goes back to the 1950s.

Wisconsin, the United Transportation Union noted, now becomes "the first and only state to have a safe train-crew law."
