>NJ Transit: Awarded a $4.2 million contract to Edwards & Kelcey, Inc., to prepare an environmental impact statement and perform conceptual engineering work for a proposal to restore passenger rail service to the Conrail-owned West Shore Line in Bergen County. The proposed line would run from West Nyack, N.Y., through NJ Transit's under-construction Secaucus Transfer to Hoboken Terminal, and could include a new rail spur from Secaucus to the Meadowlands Sports Complex in East Rutherford.
