BULGARIAN STATE RAILWAYS (BZD) has won a $44 million loan from the European Bank for Reconstruction to help launch a $312 million rehabilitation program that will include urgent track repairs, new rolling stock, and new signaling. BZD's straitened circumstances were underscored recently late in 1995 when it suspended 70 passenger services because it could not afford to buy the necessary fuel.
