Parsons Corporation has acquired the transit fare collection planning and engineering firm of J.W. Leas & Associates.

Parsons Brinckerhoff, Inc., elected Robert Prieto chairman of the board, succeeding Martin Rubin, who will remain on the board of directors and continue as program director of the Engineering Management Consultant joint venture on the Los Angeles Metro Rail Transit system project.

R.L. Banks & Associates, Inc., announced that Dr. Harvey A. Levine has rejoined the firm as managing director-economics and finance.

Raytheon Infrastructure Inc. named Michael Marchelletta director-business development, Northeast Region.

Safetran Systems Corp. named James E. Kyle director-research and development, Electronic Division. Chuck Wisniewski named manager of sales orders-signal and train control and Marty Roza becomes manager of communications-sales orders for the division. All have headquarters at Rancho Cucamonga, Calif. Safetran has acquired Burco Utility & Railroad Supply, which provides contract inventory management, warehousing, and materials delivery for railroads.
