Conrail seeks faster equipment return - Consolidated Rail Corp. to offer financial incentives for quick return of trailers and containers - Brief Article

Railway Age, Sept, 1994

With intermodal equipment in short supply, Conrail is moving to encourage the fast return of its trailers and containers by users. Starting Nov. 1, a program called "Streetsmart" will offer financial incentives for the return of equipment ahead of time.

"The key feature of the plan," says Conrail, "is that equipment users will earn credits for returning equipment prior to the expiration of the allotted cycle time allowance. Hourly debits will be applied when equipment is returned after the cycle time allowance has expired. Both credits and debits are equal to $1.00 per hour, and credits can be used to offset debits. All activity will be summarized on a monthly statement." Users will be notified by fax when their units are loaded at the origin terminal and grounded at the destination terminal, or when the equipment has been in circulation more than 10 days.
