> During the 2000 presidential election, 4-6,000,000 votes were lost due to problems with ballots, equipment, registration, or polling place errors. According to experts at MIT, Cambridge, Mass., and California Institute of Technology, Pasadena, these situations could be avoided by up to 50% in 2004 by installing voting machines that scan paper ballots at the precinct and making voter registration data available at polling places.
