> The beleaguered telecommunications industry has blamed its collapse on manipulative executives and their misleading of consumers, but, according to a report issued by the Cato Institute, Washington, D.C., the Federal Communication Commission's policy of competition promotion (through the 1996 Telecom Act) is the real culprit, as it forced network sharing and removed the incentives to develop new technology and expand infrastructure.
