* The school-choice movement hasn't had much to cheer about this summer. Despite an important Supreme Court victory two years ago, state judges have struck down ambitious programs in Colorado and Florida and it is unclear whether or how they can be rescued. In the meantime, we can note with satisfaction that school choice at last is becoming a reality in the nation's capital, thanks to the Bush administration, Republican leaders in Congress, and D.C.'s Democratic mayor Anthony Williams.

This fall, more than 1,000 poor students are taking advantage of vouchers worth as much as $7,500 in tuition. It may be a small start and there have been some bureaucratic snafus--but it's already a big hit with parents and it bodes well. Future administrations and Congresses will have a hard time ignoring a success story in their own backyard.
