President Bush's North Korea policy is in disarray. The State Department's seeming goal is to implement our part of the six-party agreement, in which Kim Jong Il promised to give up his nuclear program in exchange for economic aid, no matter what reasons Kim gives us to think he is lying. And we have a new reason, in the form of a videotape shown to members of the House Intelligence Committee.

According to those familiar with the tape, it demonstrates that a Syrian nuclear facility bombed by Israel last September was built with North Korean help, and was nearly identical in design and function to Kim's reactor at Yongbyon. Work on the Syrian reactor appears to have taken place over the last five years, right up until the Israeli strike, which took place after the six-party agreement. Bush should scrap the agreement and work toward rebuilding the Security Council consensus to sanction Kim for his dangerous lies.
