>Packwood's colleagues too were unwilling to criticize his behavior until finally they were driven to do so by his stonewalling and grandstanding. In Washington, it is far easier to impose a legal sanction, as the Ethics Committee recommended in this case, than a moral judgment. Now that the full record of his shabby conduct is public, senators should spare us their praise for Packwood's legislative acumen and instead show the moral disdain the man richly deserves.
