Elle's deputy editor, Elaina Richardson, says the magazine wants to offer readers political pieces that point up larger issues in society, regardless of ideological slant. She mentioned a largely sympathetic profile of Eloise Anderson, the very tough-minded black woman who is in charge of reforming California's welfare system for Gov. Pete Wilson. Miss Anderson is an advocate of tough love, no coddling of wayward girls, and genuinely stringent reform. So I was interested in how the story evolved.

''I saw her speak at a Manhattan Institute lunch,'' Miss Richardson explained. ''She was just amazing.''
