In offering his "moderate" states'-rights approach to abortion, Mr. Reed even assures us that very few states would be likely to take advantage of their right to restrict the practice. And he is far clearer on how he would solve the budget crisis than on how he would deal with, for example, pornography or secularized public education.

Mr. Reed thinks he is building an enduring conservative coalition. But in the process he leaves himself and his organization open to the suspicion that, for them, electoral success outweighs moral consistency.
