The Environmental Protection Agency held hearings in five cities on March 31 to solicit public comment about the proposed rule changes to the New Source Review program. The program requires old utilities and oil refineries to upgrade to new anti-pollution technologies if they expand. The proposed changes would allow expansion without additional anti-pollution measures.

More than a dozen states are suing the federal government to prevent the new rules from taking effect.
