Venezuelan President Hugo Chavez is a master political trickster, according to the Heritage Foundation's Stephen Johnson. "At the time of this writing, it remains to be resolved whether the initial protests actually toppled Mr. Chavez, or were cleverly manipulated events aimed at isolating and discrediting his opponents," Johnson writes in his April 15 op-ed for The Wall Street Journal.
