The recent deadlocked race for a commission seat in Esmeralda County, Nev., was decided by an unusual state law: Without the U.S. Supreme Court around to award the seat to Republicans, the election was settled by drawing cards. The Democratic candidate drew the high card (a jack of spades) and won.
