George W. Bush's reelection campaign set up its headquarters and opened for business in mid-June

Washington Monthly,  July-August, 2003  by Susan Threadgill

George W. Bush's reelection campaign set up its headquarters and opened for business in mid-June. But, shhh! They'd rather you didn't notice. Nicolle Devenish, the campaign's communications director, told The Washington Times, "It's our strong preference that we not generate any news." She has no need to worry, with all news about the president already carefully managed by Karl Rove, who--the Times notes--"is expected to direct the campaign from the West Wing." Officially, however, Marc Racicot is the Bush campaign chairman.

Coming over from the Republican National Committee with Racicot will be Matthew Dowd, who'll serve as a senior strategist, and Kelley McCullough, who's been tapped as deputy campaign manager. Ken Mehlman, who was the national field director for Bush-Cheney 2000, will jump up the ladder to campaign manager.
