Kathy Busby vice president of development for television production company Carsey-Werner-Mandabach (CWM), was promoted to senior vice president/head of development. Busby, who joined CWM in 1999 following a stint as director of comedy development for Studios USA Television, recently oversaw the development of television programs such as "Whoopi" and "The Tracy Morgan Show."
