Esther Johnson was appointed national director of the Labor Department's Office of Job Corps, becoming the first African-American woman to head the agency in its 41-year history. With a doctorate from Virginia Polytechnic Institute in educational administration, she will head a program in 122 centers serving more than 65,000 disadvantaged youth.
