Charles U. Phillips, a 28-year veteran of the Miami-Dade County (FL) Fire Rescue Department, one of the largest in the nation, was appointed as the department's first Black fire chief. Phillips, who recently served as deputy director for operations and interim fire chief, oversees nearly 1,900 personnel, including 1,600 uniformed firefighters, with an annual budget of more than $212 million.
