Martha E. Stark, a portfolio manager at the Edna McConnell Clark Foundation, was appointed commissioner of the New York City Department of Finance by Mayor Michael Bloomberg. Stark, who held senior management posts in the city's finance department in the early '90s and has taught law, budget and finance, will head the city agency responsible for collecting business, property and excise taxes and fees.
