Caption: BLACK ENGINEER OF THE YEAR IN GOVERNMENT: Brigadier General Robert Crear, commanding general and division engineer of the U.S. Army Corps of Engineers-Southwestern Division, receives the Black Engineer of the Year Award for Professional Achievement in Government from Lieutenant General Robert Flowers, Commanding General of the Army Corps of Engineers. Crear led the efforts to extinguish oil well fires in Iraq and to restore full oil production to the Middle Eastern country. In this capacity, he led more than 3,100 soldiers and civilians and managed a budget exceeding $1 billion.
