Confidential: The most publicized newsmaker in the nation's capital isn't a lawmaker or government official, but nearby Montgomery (MD) County Police Chief Charles A. Moose, a Black man. Because of his role in combating one of the nation's worst sniping outbreaks (already with eight dead and two injured at press time), Chief Moose has captured front-page coverage from coast to coast.

A North Carolina product, he served most of his 27 years in police work in Portland, OR, taking over chief duties in 1999 in the wealthy Maryland county. Two other Black police chiefs in the area serve with him on the dreaded assignment--Prince Georges (MD) County Police Chief Gerald Wilson and Washington, D.C., Chief Charles Ramsey.... As the stock market fell following unusual manipulations by corporate management and poor economic conditions, the nation's first Black Justice Department anti-trust chief quietly resigned and became general counsel of the Chevron Texaco Corporation. There was little notice in the media of the actions of Charles James, a well-known corporate law expert ... The U.S. Senate finally approved the ambassadorial appointments of Aurelia E. Brazeal to Ethiopia and James Irvin Gadsden to Iceland. Being considered are two post offices in Los Angeles named for Nat King Cole and former Rep. Augustus Hawkins. Senate Majority Leader Tom Daschle recommended that President George W. Bush nominate Pamela Jones Barbour, an NYC lawyer, to serve as the first Black woman on the Federal Trade Commission. The Senate designated 2003 as "The Year of the Blues," a centennial anniversary of when W. C. Handy first heard the music.
