Emerging as the lead man on Capitol Hill for the development of hydrogen fuel cell vehicles is Maryland Rep. Albert R. Wynn. Over the last few years, he has promoted legislation calling for fuel production totaling over $1.3 billion in the energy policy act. Also on the scientific bend is North Carolina Rep. Mel Watt, the Black Caucus chairman, who was given the lifetime achievement award for his commitment to insuring quality health care.
