PORTRAIT OF HONOR: Former Secretary of the Army Togo D. West Jr., who now serves as Secretary of Veterans Affairs, addresses current Secretary of the Army Louis Caldera and audience members after the unveiling of his official portrait as the 16th Secretary of the Army at a recent ceremony in the Pentagon's Hall of Heroes.

The portrait, which was painted by artist Everett Raymond Kinstler, will be displayed in the Pentagon along with others of past Army civilian chiefs. West, who served as Army secretary from 1993 to 1998, was sworn in as secretary of Veterans Affairs last May. As the head of the federal government's second-largest department, West is responsible for a nationwide system of health care services, benefit programs and national cemeteries for America's veterans and dependents.
