Not since the GOP days in the '90s have two Black Republicans so dominated the news. Cabinet member Secretary of State Colin Powell and National Security Adviser Condoleezza Rice follow a tradition first established by housing aide Samuel Jackson and assistant labor secretary Arthur Fletcher, who authored the affirmative action program.
