Bill McNeal Jr., superintendent of the Wake County, NC, Public School System, was named 2004 Superintendent of the Year by the Arlington, VA-based American Association of School Administrators. McNeal, a former middle-school social studies teacher and principal, now leads one of the largest public school systems in the nation, with 109,000 students.
