Caption: STREET BEGINS A SECOND TERM: Philadelphia Mayor John Street is sworn in for a second term by Pennsylvania Supreme Court Justice Russell Nigro (r) at the Kimmel Center in Philadelphia as Street's wife Naomi Post and District Councilman Brian O'Neill look on. During the ceremony Street, a Democrat, promised to improve the city's economy and expand business opportunities for minorities. Street, whose re-election bid was underscored by a federal probe into city corruption, has insisted he has done nothing to warrant the investigation, which became public in October with a disclosure that the FBI had planted a bug in Street's office. Authorities declined to say what they are investigating. Despite the probe, Street defeated Republican businessman Stun Katz it November. In his swearing-in remarks, the mayor noted that reform measures have been taken at several city agencies "to ensure the highest integrity of this government at every level."
