Elected the first Black to head a 44-nation parliamentary Assembly, U.S. Rep. Alcee Hastings of Florida found the news media unwilling to spell out his achievement. He is the new president of Europe's Organization for Security and Cooperation and must travel to Europe to help enforce free and fair elections.
