DECATUR EXPULSIONS UPHELD: The Rev. 6, 1999). U.S. District Judge Michael McCuskey ruled the school board did not act improperly or deny any constitutional rights when it expelled the students following a Sept. 17 brawl. Jackson promised to appeal the decision.
