A grand jury in Norfolk, Va., recently refused to indict Sen. Charles S. Robb (D., Va.), deciding not to charge him in an alleged political eavesdropping scam aimed at Gov. L. Douglas Wilder.
The Justice Department announced the results of the panel's 18-month probe into allegations Robb participated in a plan to embarrass Wilder by leaking a transcript of a secretly recorded 1988 telephone conversation in which Wilder, then lieutenant governor, boasted to a supporter Robb's political career was over.
