Joel Gilliam

Joel Gilliam, retired commander of the Detroit Police Department and former public services supervisor at the Von Braun Civic Center in Alabama, has been named the first Black police chief of Decatur, AL. Gilliam said he plans "to develop a force that will respect the citizens, and understand their needs. We will be a department for the people."
