Clinton's welfare reform calls for recipients to work

President Bill Clinton recently announced his new $9.3 billion welfare reform plan in Kansas City, MO, which would require every able-bodied recipient to go to work.
The president said, "We propose to offer people on welfare a simple contract. We will help you get the skills you need, but after two years anyone who can go to work must go to work--in the private sector if possible, in a subsidized job if necessary."
He stressed, "But work is preferable to welfare. And it must be enforced." Clinton's five-year plan for reorganizing the nation's welfare system is expected to cost about $9.3 billion, financed in part by other social programs cuts.
