* In an effort to battle "caste clash," Nepal Prime Minister Sher Bahadur Deuba has issued a bold, eight-point social reform program, which includes making caste-based discrimination a punishable act. The right of unhindered and unrestricted access to all religious sites in the country for everybody was tested recently when 400 "untouchables" (out caste) Hindus entered for the first time the temples of Pashupatinath and Gujheshowri--the holiest of Hindu temples in Nepal--and offered mass worship. The peaceful march was accompanied by social organizations, human rights activists, and members of various political parties.
