* U.S. representatives also took a positive step forward when they approved payment of $582 million in back dues to the United Nations. Unfortunately, this represents only an installment on the total pledged in 1999 and none of the United States' 2001 dues, which it refuses to pay up front as expected and as adhered to by the majority of nations. The House voted unanimously on September 24 to speed payment of the delinquent funds--shortly after UN Secretary General Kofi Annan acknowledged that the UN should play a large role in the fight against terrorism.
