The county executive of Anne Arundel, Maryland, strongly supports tough anti-smoking efforts. Since taking office in 1998, Janet S. Owens has backed a number of such measures, including a state tobacco tax hike and a "Smoking Stinks" campaign for teenagers. But Owens is also a smoker. Several county employees say she even lights up in her office, in violation of state and local laws.
Owens has refused to comment.
