Migran Changulyan and 13 others have been charged by the state of California with fraud and face up to eight years in prison each. What did they do? They recycled cans and bottles. California consumers pay a deposit on glass, plastic, or aluminum containers, which they can then redeem at state collection centers.

The accused are charged with buying bottles and cans in other states and in Mexico and bringing them to California. They bought aluminum cans for about $950 a ton and then sold them in California for about $2,490. Plastic bottles bought for $90 a ton earned them $910 in state.
