-- Sen. Connie Mack, a Florida Republican, introducing the Justice for Victims of Terrorism Act, which would allow victims of terrorism to collect court judgments from the frozen U.S. assets of countries that support or sponsor terrorism. The Clinton administration has opposed the move for fear that it would prompt retaliation.

"A far-out boon-doggle."

-- House Majority Leader Dick Armey of Texas' analysis when the Triana project proposed by Vice President Al Gore first was announced. Triana, a space camera which would beam continuous pictures of Earth back to viewers on that planet, was put on hold subject to a review by the National Academy of Sciences. Early in March, the academy announced that it finds the idea has merit.
