Bud Shuster of Pennsylvania, chairman of the House Transportation and Infrastructure Committee, happened to appear unchallenged on the ballot not only as a Republican but also as a Democrat. Shuster secured the Democratic nomination after forcing an early opponent to withdraw.

"Our goal is to change behavior."

-- Republican Sen. Don Nickles of Oklahoma, commenting on Senate passage of the Freedom From Religious Persecution Act, which provides sanctions against foreign governments engaging in religious intolerance. Nickles was expressing the view that the bill emphasizes promotion of religious freedom rather than punishment of persecution.
