The Safe Drinking Water Act, as explained by EPA at www.epa.gov/safe water/protect/factsh4.html, encourages individuals to get involved, singly or through civic groups, to assess "potential threats to the quality of their drinking water." Citizens "can also help local officials develop and implement a plan of action to prevent water-quality problems."
