Charles Moskos, 74, the father of "don't ask, don't tell," of cancer, May 31, in Santa Monica, Calif. A military expert and sociology professor at Northwestern University, Moskos saw the policy as a practical compromise that allowed gay soldiers to serve, but in a closeted fashion so as not to harm unit morale.

"To me, the issue comes down to privacy," he said in a 2003 interview. "Prudes have rights too."
