With some states imposing bans on adoptions by same-sex couples, many gay men and lesbians have turned to international sources for adopting children. In fact, same-sex couples are believed to account for a large share of the increase in overseas adoptions, which more than doubled from 7,093 in 1990 to 16,369 last year.

But if Rep. Christopher H. Smith (R-N.J.) has his way, the United States may be on the verge of making international adoptions more difficult. Smith has proposed an amendment to federal legislation that would implement a landmark 1993 treaty on international adoptions. Smith's measure would curtail adoptions by those who "engage in promiscuous sexual activity or sexual acts or relationships with same-sex partners."
